HTML is a simple computer language used to make web pages. HTML documents are nothing but text files that contains HTML instructions. These documents don't actually contains the images, video or sound you come across on web pages, they have the code that lets you integrate these into your web pages. Browsers such as Internet Explorer and Netscape Navigator can understand these coded instructions and display a web page in its format.

You need to be creative and have an eye for layouts and design and color.
That apart, to be a good Web Designer, you need to have a solid understanding
of HTML. Experienced designers usually complement their HTML knowledge with easy to use
graphical HTML editors like FrontPage and Dreamweaver. This saves time and allows
them to concentrate on more important aspects like scripting rather than getting stuck with
trivial HTML formatting details. Knowledge of the scripting language, both for the client and the
server side is essential too. Usually JavaScript is preferred choice for client
side scripting by most developers.
Things are'nt that simple on the server side however, where the
technology you choose, master it inside out. That's what good Web designers do.
You must also fiddle around with image manipulation programs. Photoshop is
what most developers work on to create great looking images for Web pages.
Finally, any other multimedia technology that you're comfortable with can add a
whole new dimension to your Website. Let your imagination run wild and don't
shy away from experimenting with new ideas. Only then can your work stand out from
the rest of the crowd.
Not only HTML is enough to design a web page, because HTML creates only
static page. In order to get a dynamic page with user interaction, Client side/Server side
scripting is necessary. HTML has a number of powerful features including the capability to present images and text on a page and
the capability to link pages together. A few years ago this HTML was more than enough
to keep everyone happy. But gradually it was realized that HTML lacked in a vital department interactivity.
True interactivity requires instant response to user actions.
Another reason why HTML alone isn't enough is because it can only give "pre-prepared"
pages for access. Websites today need to interact with databases and other
programs to generate pages with varying content on the fly. So some scripting
languages are necessary to convert static page into dynamic page.
